Dr. O.C. Nwaebube is the President and Chief Executive Officer of the Policy Analysis Consultancy, LLC (PAC). Dr. Nwaebube has over 25 years of combined experience in the public and private sectors. He is a subject matter expert on Organizational Culture, Climate Assessment, Workforce Succession/Retention Plans, Regulatory Compliance, Organizational Development, Change Management, Compliance Verification, Integrity Validation, and Process Evaluation. He has several years of experience teaching, coaching, mentoring, and facilitating workshops on Public Policy, Business Law, Ethics, Leadership, Diversity/Inclusion Training, and 360-Degree Assessment. He provides unparalleled guidance and expertise to decision-makers in the formulation, adoption, and implementation of courses of action that enhance good governance and organizational success.
Dr. Nwaebube conducted exhaustive empirical qualitative research on the impact of the organizational culture and climate on employees’ promotions, compensations, grievances, disciplinary actions, resignations, and equivalency (irrespective of similarity in skills, knowledge, and years of service) in the workplace. He analyzed the impact of race, sex, national origin, religion, and colleges/universities attended on hierarchical progressions. Based on the research findings, He developed Workforce Succession and Retention Plans, Diversity Programs, Leadership Training, and Conflict Resolution Strategies for a diversified, inclusive, and efficient workforce. Pioneered Best Practices, Processes, and a System of Rules that not only promote compliance, transparency, and accountability, but also proven usefulness in managing ethical challenges, employee truancy, turnover, efficiency, and performance in the workplace.
Dr. Nwaebube holds a BA(Hons), Public Administration; JD, Law; MPA, Public Administration; Ph.D., Public Policy & Administration, among others. He is passionate about public policy, economic empowerment, poverty alleviation, human rights, and social justice.
Executive Director
Dr. Emanuel O. Okafor is the Executive Director at the Policy Analysis Consultancy, LLC. Dr. Okafor focuses on public policy and administration and has over 27 years of experience teaching undergraduate and graduate courses. He teaches courses encompassing Productivity Improvement in Public Administration and Organization; Values and Ethics in Public Administration; Theory, Principles, and Practices in Public Administration; Seminar in Public Financial Administration, Public Program Analysis and Evaluation.
Dr. Okafor is a subject matter expert in Program Development, Analysis, and Evaluation including but not limited to Sociology of Developing Countries; African American History; and Policy and Ethics in Public Administration. He has developed and facilitated Seminars in Public Human Resources Administration; Public and Private Enterprise, and Public Planning and Growth Management.
Dr. Okafor holds Ph.D., in Public Policy & Administration, MA, in Political Science & Sociology, and BA, in Political Science from Jackson State University. Dr. Okafor is passionate about Public Policy, Democratic Governance, Human Rights, Values, and Ethics in Public Administration.
Health Information Management Consultant
Mr. Peter Chukwurah is a dedicated and enthusiastic professional with over seven years of experience in health information management. He is adept at assessing needs, generating options, and implementing solutions in collaboration with clients and stakeholders, as it relates to HIPAA and HITECH.
Mr. Chukwurah is highly skilled in revenue cycle management with the ability to leverage technology and deliver impactful career-related content which ensures clients’ bottom line is optimized to the fullest possible. He is a motivated self-starter and has an uncompromising knack for details, written and verbal communication skills as well as the ability to partner with clients to achieve their objectives.
Mr. Chukwurah holds a B.S. in Health Information and Health Services Management from East Carolina University, an MBA in Healthcare Management from the University of Texas, and professional certification of Registered Health Information Administrator (RHIA).
