Dr. O.C. Nwaebube is the President and Chief Executive Officer of Policy Analysis Consultancy, LLC (PAC). Dr. Nwaebube has over 25 years combined experience in public and private sectors including several years of experience teaching Business Law, Management, Ethics, Political Science, Public Administration and Public Policy courses. He specializes in public policy, regulatory compliance, organizational culture, change management, strategic planning and providing unparalleled guide and expertise to decision-makers in the formulation, adoption, and implementation of course of actions needed for enhancing democratic governance.
Dr. Nwaebube is a subject matter expert in program design, concepts and methodology, plan execution, oversight and principles, monitoring, audit and impact evaluation. His ability to identify, analyze and test assumptions through research, inductive/deductive reasoning and root cause analysis, is designed for fostering social change, accountability, transparency and sustainability of organizational success. Further, his deep understanding of public policy, respect for stakeholders and unbiased recommendations have helped decisionmakers address complex and sophisticated problems facing their constituencies, businesses and/or organizations.
Dr. Nwaebube conducted an empirical qualitative research on workforce diversity in the State of North Carolina. Through this research, he analyzed the impact of organizational culture on workforce diversity, employee turnover, promotions, compensations, grievances, disciplinary actions, equivalency and over-utilization or underutilization of an ethnic group within state agencies. Based on the research findings, he recommended better and ethical employment policies, succession plan, diversity programs, conflict resolution strategies, leadership programs, best practices, processes, and system of rules for fostering social change, transparency and accountability within state agencies. His recommendations have equally benefited businesses and organizations in handling ethical challenges, regulatory compliance, workforce efficiency, effectiveness and employee's performance.
Dr. Nwaebube holds BA(Hons) in Public Administration from Shaw University, Juris Doctor (JD) in Law from Florida Coastal School of Law, MPA in Public Administration & Policy and Ph.D. in Public Policy & Administration from Walden University, among others. Dr. Nwaebube is passionate about public policy, law, economic empowerment, poverty alleviation, human rights, change management and social justice.

He is a motivated self-starter and has an uncompromising knack for details, written and verbal communication skills as well as the ability to partner with clients to achieve their objectives.
Mr. Chukwurah holds B.S. in Health Information and Health Services Management from East Carolina University, MBA in Healthcare Management from University of Texas and professional certification of Registered Health Information Administrator (RHIA).
